Prime Minister Dr Andrew Holness on Thursday outlined a major shift in Government planning and infrastructure policy amid rising climate risks, announcing plans to move key facilities in Black River away from its vulnerable coastline and develop a new inland urban centre built to withstand future storms following Hurricane Melissa.

Speaking during the 2026/27 Budget Debate, Holness also announced an oversight committee to guide the National Reconstruction and Resilience Authority, which is leading rebuilding efforts after last October’s Category 5 hurricane.

He further unveiled a fast-track approval pathway for strategic investment projects deemed vital to economic transformation and signalled a sweeping overhaul of Jamaica’s skills-training approach.
